Orange County had 210,842 battery-electric cars on the road at the end of 2025. That’s the California Energy Commission’s county file, dated December 31. When one of those cars stops, you don’t need a pep talk. You need a calm order of operations. This 2026 playbook is roadside assistance for EV owners. It covers Orange County freeways, toll roads, and city streets. It uses the real vehicle file. It treats Freeway Service Patrol hours as something you confirm, not something a page invents.

The county file that should change how you plan

Plug-in hybrids add 47,567. Fuel-cell cars add 2,424. Zero-emission vehicles total 260,833. That’s 10.56% of Orange County’s light-duty fleet. Battery-electrics alone are 8.54%. California’s ZEV share of the light-duty fleet is 7.54% in the same year. Orange County holds 12.02% of the state’s battery-electric vehicles. It holds 8.33% of the state’s light-duty fleet. Those two shares, side by side, explain the local market.

Tesla accounts for 138,121 of the 210,842 battery-electrics. That’s 65.51% of the local BEV fleet. It’s 5.59% of all light-duty vehicles in the county. Statewide, Tesla is 61.34% of BEVs. Orange County is 6.4 points more Tesla-concentrated than California. About two of every three battery-electrics here are Teslas. The remaining third still needs a CCS or J1772 adapter when a truck rolls up. NACS alone doesn’t cover the county.

New-sale share stays high. It’s not a straight climb. In 2025, ZEVs were 28.76% of new light-duty sales in Orange County, 50,822 of 176,723. The state share was 22.93%. In 2026 Q2, Orange County hit 24.77%, 10,469 of 42,264. California sat at 19.09%. The county runs about five to six points above the state. Don’t treat that as proof the market is speeding up. California’s ZEV share of new sales peaked at 25.31% in 2024. 2026 Q1 was the weakest quarter in that series, at 15.76%. The CEC changed its new-sale method in 2023 and again in 2025. Comparisons across those breaks aren’t clean.

Public ports exist in volume. They’re still busy per car. As of December 31, 2025, Orange County had 7,095 public ports. That mix is 20 Level 1, 5,600 Level 2, and 1,475 DC fast. Shared-private ports add 4,685. Combined, that’s 11,780. California had 91,520 public ports. Orange County holds 7.75% of them. Divide 260,833 ZEVs by 7,095 public ports and you get 36.8 ZEVs per public port. Statewide the ratio is 24.4. The county is worse served per EV than the state average. CEC built those port counts from surveys, grant files, AFDC, PlugShare, and other listings. The file is updated twice a year.

AFDC’s locator, filtered to public DC fast inside the county boundary, shows 223 stations and 1,452 DC fast ports. Take Tesla out and you still have 175 stations and 591 DC fast ports. Tesla holds 59% of the public DC fast ports. Electrify America has 30 stations and 138 ports. EVgo has 30 stations and 131 ports. EVCS has 14 stations and 87 ports. ChargePoint has 71 stations and only 76 DC fast ports, about 1.1 per site. Those ChargePoint plugs are often a dealership or an office. They help a parked workday. They’re a poor plan when you’re already on a shoulder.

Patrol hours you should confirm, and a toll road that skips them

A stopped EV on a freeway is a traffic problem first. This site already walks the I-405 shoulder. It also covers I-5 south of Irvine, the 91 through North County, and SR-22 at the Orange Crush. SR-241 is the toll-road case. Published FSP coverage skips the toll roads. If you stop on SR-241, don’t wait for a yellow patrol truck. The published maps don’t send one.

Freeway Service Patrol hours aren’t in the research behind this page. No verifiable hour table turned up in the CEC sheets. The AFDC station pull and Tesla materials used here didn’t have one either. The agencies that run the patrol set those hours. They also change them. Confirm the current published hours on the official FSP materials for Orange County. Don’t count on a truck until you’ve checked.

Until a patrol unit is actually with you, the job is still yours. Hazards on. Stay in the car on a fast road. Seatbelt on. Don’t walk the lanes. Two failures that look the same from the seat

An empty traction pack and a dead 12-volt both leave the car quiet. They’re not the same fix.

Empty pack

You used the range up. The car slowed, then stopped. The display may still show zero miles. Tesla’s Model Y owner’s manual describes a second trap. Once range is gone, the low-voltage battery can lose support. The high-voltage pack then needs an external supply before it will take a charge. That’s why a silent Tesla at a Supercharger can still sit dark. Power has to come to the car first.

Tesla’s published roadside page, as indexed for this research, treats a depleted battery as help you arrange. It’s not a financially covered service. Covered transport of up to 500 miles goes to the nearest Service Center. That offer is for a warrantable breakdown that leaves the car undrivable. Running out of charge sits outside that. Dead 12-volt

Most EVs still use a small 12V battery to wake computers, locks, and contactors. If that battery is flat, the traction pack can be full and the car still won’t start. Screens stay dark. The charge port may not open. This is the grocery-lot stranding that looks like a dead EV. It’s often a jump or an on-site 12V swap. When the 12-volt dies walks the diagnosis. Tires, stuck cables, and software

EVs are heavy. Many skip a spare. A puncture on the 91 or I-5 still leaves you sitting. A mobile tech can plug a hole or add air. If a plug won’t hold, they can call a flatbed to a tire shop. A stuck charge cable is a different mess. Don’t yank it. Restart the car first, then follow the model’s release steps. Software glitches happen. A restart sometimes clears a no-drive or no-charge state. If it doesn’t, you’re back to a 12V test or a charge at the bumper.

After 10 to 20 miles are back, drive to a DC fast site you can name. Tesla Superchargers in the AFDC pull include 48 sites and 861 DC fast ports inside Orange County.

North and central county have dense Tesla clusters. Anaheim has multiple Lincoln, Katella, Imperial, and Euclid sites. Fullerton has 1475 S Harbor Blvd at up to 325 kW. Buena Park’s 8888 Knott Ave site has 28 stalls at up to 325 kW. Brea Mall has 20 stalls. Santa Ana has 28 stalls at 1008 17th St at up to 325 kW. Tustin’s 14661 Franklin Ave site has 36 stalls. Garden Grove has 32 stalls at 12891 Harbor Blvd. It also has 16 stalls at 12161 Valley View St, rated up to 500 kW. Westminster Mall has 24 stalls. Fountain Valley and Cypress have Warner, Newhope, and Katella sites.

Coast and south county have named sites too. Huntington Beach has 24 stalls at 6913 Warner Ave at up to 325 kW. Costa Mesa and Newport Beach have Bristol, Coast, Hyland, and MacArthur sites. San Clemente’s 101 W Avenida Vista Hermosa site has 49 stalls. That’s the largest Tesla site in the county pull. Mission Viejo has 24 stalls at Crown Valley. Tesla lists The Shops at Mission Viejo at up to 72 kW. Laguna Hills has Moulton and Cabot. Lake Forest has Muirlands plus a Magic Dock at 24372 Rockfield Blvd. That Magic Dock carries CCS1 and NACS. Irvine’s largest AFDC site is 40 stalls at 1920 Main St.

Non-Tesla DC fast is a separate map. Electrify America at 25825 Las Vegas, Capistrano Beach, has 12 DC fast ports. That’s the largest non-Tesla site in south county in the AFDC pull. Electrify America at Walmart 2242, 440 N Euclid St in Anaheim, has 10. Electrify America at Fashion Island, 401 Newport Center Dr in Newport Beach, has 8. EVgo at Plaza Antonio, 22351 Antonio Pkwy in Rancho Santa Margarita, has 14. EVgo at Ocean View Plaza, 638 Camino de los Mares in San Clemente, has 10. EVgo at Westar Mercantile East, 27542 Antonio Pkwy in Ladera Ranch, has 8. EVgo at 801 Pacific Coast Hwy in Seal Beach has 4. Rivian Adventure Network shows two stations and 22 DC fast ports in the same county pull. Shell Recharge shows one station and 14 ports.

Name a site. Drive there once you have range. An office ChargePoint with one plug isn’t a rescue plan.

Out-of-charge recovery is the same job with a clearer label. Get enough electrons to roll. Then use a public DC fast stall you can actually reach.

Canyons and grades still drain a pack. Santiago Canyon Road, Laguna Canyon Road, and Ortega Highway are climbs, not city grids. If you stop on one of those roads, stay with the car. Call for a charge at the bumper. Don’t start a hike toward a stall you haven’t confirmed.

  4. If it’s a Tesla pack at zero, Tesla’s published path is transport, not a bumper charge. Call them if you want that path. Call a local operator if you want 240 volts where you sit.
  5. If the car is dark with range still showing, treat it as 12V until proven otherwise.
  6. Give the operator a mile marker, exit, or cross street. Make, model, and NACS or CCS.
  7. Conserve low-voltage. Climate off. Screens off. Keep hazards.

Home Level 2 still prevents most of these stops. A wall outlet overnight doesn’t rebuild a zero pack in a useful window. This page isn’t a panel-upgrade guide. It’s the night you already ran it down.
