The published OCTA Freeway Service Patrol list skips SR-241. If your EV is empty on the Foothill Toll Road, don’t wait for a free yellow truck. Pull all the way onto the right shoulder. Turn on your hazards and stay with the car. A dead pack here has no FSP backup on OCTA’s published roster. Confirm the live highway list on OCTA’s own FSP page. The patrol you’re picturing isn’t assigned to this toll road
Orange County’s Freeway Service Patrol is a real OCTA program. The agency publishes the highways those trucks run. SR-241 doesn’t appear on that published list. It’s a Transportation Corridor Agencies toll road. It isn’t a Caltrans commuter freeway with a listed FSP beat.
That’s why this page exists. FSP is the free motorist-assist patrol. It’s the yellow truck people mean when they say someone will show up. CHP still takes 911 on the 241. A CHP unit isn’t an FSP truck. It also isn’t a charger.
Don’t treat this as a forum rumor. Open OCTA’s Freeway Service Patrol page. Look for SR-241, 241, or Foothill Toll Road. If those names are missing, you don’t have a free patrol product on this road. Agency pages get updated. Recheck if you’re reading this months from now.
Toll roads also don’t behave like the basin freeways. Exits aren’t stacked the way they are on the 22. Services aren’t sitting on every off-ramp. None of that is a mile figure. TCA interchange tables couldn’t be retrieved for this page. Their maps returned a bot-interruption page, not a usable list. So there’s no published exit spacing here. You also won’t get a next-services mile claim. The qualitative fact still holds. The 241 runs open foothill terrain with widely spaced interchanges.
Inland foothills aren’t the 405 through Costa Mesa
Orange County isn’t one climate or one road shape. Coastal cities, the central basin, and the south county ridges drive differently. SR-241 is an inland foothill spine, not a beach run.
North, the alignment meets SR-91 in the Santa Ana Canyon side of Anaheim. That’s Anaheim Hills, with Yorba Linda on the canyon rim. South, the road hangs above Irvine, Lake Forest, and Mission Viejo. East of the pavement you feel canyon country toward Trabuco Canyon and Silverado. A driver who calibrated range on I-405 through Costa Mesa is using the wrong map. A Huntington Beach loop doesn’t train you for this grade.
Climbs here are persistent, not one hill. Regenerative braking gives some energy back on the way down. The car’s range estimate can still lie. The climb and the descent aren’t always a neat pair. Summer inland heat adds AC load the coast doesn’t see. No verified temperature gap for this corridor turned up, so you won’t get one. You already know an inland afternoon is a different car than a May morning on the 405.
When the pack is low, widely spaced interchanges punish the hop-off plan. On the 22 or the 55, an exit is often right there. On the 241, don’t assume the next ramp is a rescue. If you’re already at zero, stay on the shoulder.
North 241 sits in the 91 canyon
The north end is a canyon problem tied to the 91. If you still have rolling range, you have named stalls in town. There’s a Tesla Supercharger at 8148 E Santa Ana Canyon Rd in Anaheim. AFDC lists 20 stalls at 75 kW, opened May 15, 2019. Yorba Linda has Superchargers at 18210-18380 Yorba Linda Blvd and at 18601-18659 Yorba Linda Blvd. Each has eight stalls at 250 kW. Those addresses are lots in town. They aren’t plugs on the toll road. You reach them only if the car still moves.
The 91 is a different shoulder with its own playbook. Use out of charge on the 91 if that’s where you stopped. If you slid onto Santiago Canyon Road, don’t treat it like a shortcut. That canyon has a separate empty-pack page, no charge left on Santiago Canyon Road.
South 241: Irvine’s stalls stay in Irvine
South of the ridge, Irvine looks rich on a Supercharger map. 1920 Main St has 40 stalls at 250 kW. Culver Drive and Walnut Avenue add more Tesla DC fast sites. Michelson Drive and Spectrum Center Drive do too. That inventory doesn’t climb onto the 241 with you.
Lake Forest has 24 stalls at 24301 Muirlands Blvd, 250 kW. It also has 16 Magic Dock stalls at 24372 Rockfield Blvd, 325 kW, with CCS1 and NACS. Mission Viejo has 24 stalls at 27741 Crown Valley Pkwy, 250 kW. The Shops at Mission Viejo, 555, has 10 Superchargers. Tesla’s own listing for that site is 72 kW. Use 72 kW, not the AFDC figure that disagrees.
Rancho Santa Margarita has a named EVgo site at Plaza Antonio. The address is 22351 Antonio Pkwy, with 14 DC fast ports. It’s a real AFDC record. It still requires enough range to leave the toll road and reach Antonio Parkway. Don’t aim there at 1%.

What the CEC file says about why these calls happen
As of December 31, 2025, Orange County had 210,842 battery-electric vehicles on the road. The CEC county file is the source. ZEVs including plug-in hybrids and fuel cells totaled 260,833. That’s 10.56% of the light-duty fleet. BEVs alone were 8.54%. California’s ZEV share of the light-duty fleet was 7.54% in the same file. Orange County held 12.02% of California’s BEVs. It was 8.33% of the state’s light-duty fleet.
Teslas were 138,121 of those 210,842 BEVs, 65.51%. Statewide, Tesla’s share of BEVs was 61.34%. This county is 6.4 points more Tesla-heavy than the state. That matters on the 241. Tesla’s published empty-pack path is transport, not a charge at the car.
Public ports in the county, CEC December 2025, were 7,095. That’s 36.8 ZEVs per public port. Statewide the ratio is 24.4. The county is worse served per EV than California as a whole. That’s a county statistic. It isn’t a charger census for SR-241. No verified port list was built for the toll road itself. The named sites above are the ones you can cite. Don’t guess at a stall on the pavement.
One caution on sales. Orange County’s ZEV share of new light-duty sales in 2025 was 28.76%. Statewide it was 22.93%. That isn’t a claim that adoption is accelerating. California’s ZEV share of new sales peaked at 25.31% in 2024. The CEC changed new-sale methods in 2023 and again in 2025. Comparisons across those years aren’t clean.
Tesla will move an empty car, not charge it here
Tesla’s roadside-assistance page, as returned in search snippets, says this in substance. When the pack is depleted and you can’t reach a station, Tesla can assist. It isn’t a financially covered service. Direct fetches of tesla.com returned 403 during the source check. Open tesla.com/support/roadside-assistance in a browser before you quote it. Tesla’s published answer to a depleted pack is transportation, not on-site charging.
Covered transport of up to 500 miles to the nearest Service Center is for a warrantable breakdown. That breakdown has to make the car undrivable. An empty pack sits outside that. Tesla may still tow you. You should expect that tow to be billed. It isn’t warranty transport.
The Model Y owner’s manual adds a 12V catch. After range is exhausted, the low-voltage battery can lose support. The car may need an external 12V supply before the high-voltage pack will charge. On the 241 that can look like a brick. Dark screen, no gear, doors acting strange. Tell the operator whether you ran to 0% or the 12V died.
Tesla’s roadside number, published on the Santa Ana service page, is 877-798-3752. Use it. Pair it with a local charge if you want kilowatts at the bumper instead of a hook.

Shoulder first, then a charge
Zero on the 241 is a traffic problem first.
Move right until every tire is out of the lane. Barriers and dirt verges both count as the edge. Get as far right as the car will sit. Don’t stop in a travel lane to think.
Hazards on while you’re still slowing. The flash is for the driver behind you.
Exit the passenger side if you’re on the right shoulder. The driver’s door is a lane door. Stay behind the right rear corner. Don’t walk the shoulder. Don’t cross the median. Don’t hike toward an interchange you can’t see.
Call 911 if you block a lane, sit on a curve, or can’t get fully out of traffic. Give CHP SR-241, northbound or southbound, and the last exit name on your dash. If the dash is dark, share a GPS pin from your phone. Stay with the vehicle.
If you still have 3% and you’re already in a lane, the shoulder still wins. Don’t burn the last percent hunting a Supercharger in Irvine or Anaheim. That’s how people stall in an exit gore. The Orange County freeway empty-pack sequence is the same physics. The 241 difference is the missing FSP line.

What to say on the call
Road and direction first. “SR-241 northbound, right shoulder” is a start. Add the last exit or cross-road your maps still show. A pin from your phone beats a landmark you half remember.
Then the car. Year, make, model, color. “2022 Model 3, white” or “2024 Mustang Mach-E, gray” tells the operator which plug to stage.
Then the failure. Pack at 0% with a live screen is one job. A silent 12V is another. A charge port that won’t open is a third.
Then the shoulder. Guardrail, tight verge, low visibility. One sentence.
If Tesla, AAA, or a club is already rolling, say that. Two trucks on a toll-road shoulder help no one.
